Norwegian Cultural Center is a line production and film facilitation company based in Hamar, Norway, with a second company in Singapore. Since November 2022 we have delivered 15 productions in Norway for 144 visiting crew, mainly from India and elsewhere in Asia.

NCC is deliberately small. The people below are the people a production deals with — there is no account layer in between.
Our story
From a family decision to a production company
In 2020 Jon and Olga Vikan moved from Norway to Singapore with their two young children. The plan was to use Singapore as a base to explore Southeast Asia. Then the pandemic closed the borders.
Their children started speaking more English than Norwegian. At the same time, Norskskolen — the Norwegian School in Singapore — was about to shut down. Jon stepped in to help keep it running, and the Norwegian Cultural Center grew out of that: first language teaching, then events and concerts, then exhibitions.
Film followed. The first international production asked for help with locations and permits in Norway, and it turned out that the practical, cross-cultural side of getting a foreign crew into Norway was the thing NCC was unusually good at. NCC NO AS was registered in Norway in September 2022, and film line production has been the main business since.
The cultural work continues alongside it — Borderless, exhibitions and cultural tours — but the company a producer deals with today is a film services company that happens to have unusually deep ties between Norway and Asia.
