Norway refunds up to 25% of approved production costs for qualifying international productions. Norwegian Cultural Center helps qualifying productions assess eligibility, prepare the application and structure the Norwegian side of the production — then runs the shoot on the ground. We work in your time zone: NCC operates from both Norway and Singapore, with production experience serving Asian film and video crews since 2022.

How the Norwegian incentive works
The Norwegian Film Institute (NFI) refunds up to 25% of approved production costs spent in Norway for international fiction films, documentaries and drama series — including animation, studio production and post-production.

The scheme is competitive: applications are scored and ranked by NFI, and the annual budget is limited — a strong, well-prepared application matters. Refunds are settled against audited Norwegian accounts after production.
Timing
Application rounds and lead time
The incentive is a competitive annual round, not a rolling scheme. There is one deadline a year, applications are scored and ranked against each other, and the budget for the round is fixed. Two timing rules decide whether a production is eligible at all:
- The application must be submitted before any work starts in Norway. Costs incurred before NFI confirms receipt do not count as approved costs.
- Processing normally takes 6–8 weeks after the deadline.

That round has closed, which changes the sequence rather than the destination. The useful work in the months between rounds is feasibility, budget, locations and documentation, so the application is ready when the next round opens instead of being written against a deadline. Productions below the incentive thresholds are unaffected either way — see below.

Frequently asked questions
How much of our spend can we get back by filming in Norway?
The Norwegian Film Production Incentive refunds up to 25% of approved production costs incurred in Norway and paid to Norwegian taxpayers. It is a competitive scheme: applications are scored and ranked by the Norwegian Film Institute, and the annual budget is limited.
Do we need a Norwegian company to access the incentive?
Yes. The refund can only be paid to a Norwegian limited company (AS) established specifically for the production. Norwegian Cultural Center establishes and administers this company for international clients, and manages the Norwegian accounts the refund is settled against.
What are the minimum requirements?
Minimum total budgets: NOK 25 million for feature films, NOK 10 million for documentaries, NOK 10 million per episode for drama series and NOK 5 million per episode for documentary series. At least NOK 4 million must be spent in Norway, the financing plan must include at least 30% international financing, and an international distribution agreement (or accepted letter of intent) is required.
When is the next application deadline?
The incentive runs as one competitive round a year. The current deadline is 25 November 2026 at 12:00 CET, funding productions that shoot from 2027, with decisions expected in January–February 2027. The following round is expected in November 2027. The application must be submitted before any work starts in Norway — costs incurred before the Norwegian Film Institute confirms receipt do not count. Allow 8–12 weeks to prepare: company set-up, financing documentation, the distribution agreement and the budget all have to be in place before you apply. Verified against nfi.no on 15 October 2026.
Can we still shoot in Norway if we miss the incentive deadline?
Yes. The incentive is a refund, not a permit — missing a round delays the refund, it does not stop the shoot. Productions that cannot wait for the next round shoot without the incentive, and NCC provides the same line production either way. Productions that can wait use the months between rounds for feasibility, budget and locations, so the application is ready when the round opens.
What if our production is below the incentive thresholds?
NCC still provides full Norway-side support: feasibility, budgets, locations, permits, crew, transport and local coordination at reasonable Norwegian rates — the work we have done for visiting productions since 2022, including commercials, music videos and recce trips.
Do you work with productions from Asia?
Yes. NCC has supported film and video productions from Asia since 2022 and operates through both a Norwegian company (Hamar) and a Singapore company, so contracts, invoicing and coordination can run in your region and time zone.
