The Norwegian Film Production Incentive — up to 25% back
The Norwegian Film Institute (NFI) refunds up to 25% of approved production costs spent in Norway for international fiction films, documentaries and drama series — including animation, studio production and post-production. Key facts:

How much of our spend can we get back by filming in Norway?
The Norwegian Film Production Incentive refunds up to 25% of approved production costs incurred in Norway and paid to Norwegian taxpayers. It is a competitive scheme: applications are scored and ranked by the Norwegian Film Institute, and the annual budget is limited.
Do we need a Norwegian company to access the incentive?
Yes. The refund can only be paid to a Norwegian limited company (AS) established specifically for the production. Norwegian Cultural Center establishes and administers this company for international clients, and manages the Norwegian accounts the refund is settled against.
What are the minimum requirements?
Minimum total budgets: NOK 25 million for feature films, NOK 10 million for documentaries, NOK 10 million per episode for drama series and NOK 5 million per episode for documentary series. At least NOK 4 million must be spent in Norway, the financing plan must include at least 30% international financing, and an international distribution agreement (or accepted letter of intent) is required.
When is the next application deadline?
The next Norwegian Film Institute deadline is 25 November 2026 at 12:00 CET. The application must be submitted before work in Norway starts, and processing normally takes 6–8 weeks.
What if our production is below the incentive thresholds?
NCC still provides full Norway-side support: feasibility, budgets, locations, permits, crew, transport and local coordination at reasonable Norwegian rates — the work we have done for visiting productions since 2022, including commercials, music videos and recce trips.

Yes. NCC has supported film and video productions from Asia since 2022 and operates through both a Norwegian company (Hamar) and a Singapore company, so contracts, invoicing and coordination can run in your region and time zone.
